The Alphas and their mates had all joined the pups in the vans to go to school. Bea and Scott wanted to join us on the trip to the school as they wanted to take Davie and Charlie to see how they would interact with the other toddler pups. Josh, Billy, George and I headed to my office to see if we could find anything to indicate why Morgan felt I would be going to Maine.
Billy's phone rang as I sat down. He glanced at the number and looked confused "Hello, this is William... Yes, that's right... I'll ask him, hold please." He muted the call and looked at me. "This is Jonathan Martin. He's an Alpha in Bangor, Maine, and is asking if you can meet with him. Should I have him fly down?"
"Normally I would say yes, but after what Morgan said, and what Prince Yuan said about trying to change things in visions, I think we should go up there. Tell him we'll be there this afternoon."
As Billy made the arrangements with Alpha Martin, Josh called Ted and told him to have the Phenom ready to go at 2pm. When Billy's call ended, he said "We have dinner with Alpha Jonathan Martin and his wife Abigail at 4. He's sending me the address and he'll have a car waiting at the airport."
Scott came in to say we needed to get moving. Billy and I rushed to get dressed and we all met out front. Andrew was waiting with the Suburban with Tommy standing by the GLS. We loaded the pups, got in our vehicles and headed off downtown. Scott and Bea took Davie and Charlie to meet with Lisa while Josh, Billy, George and I headed to Mike's office. Mike was going through the mail as we sat in his office. He set aside three envelopes and handed the rest to his assistant.
"Good morning Prince George, Greg, Billy. I take it this isn't a social visit?"
"No Mike, I wish it were. I have a few things so I'll
be brief. First, my understanding of the role of a Delta wasn't
correct and I need to make some adjustments. I named you as a Delta and my
intent was that you were the main person for all legal issues. With my more
proper understanding of the term, your title is Chief Legal Counsel. If you
understand the traditional role of a Delta, and are willing to take on that
role, I'm happy for you to keep that title. Otherwise,
I'll need to adjust accordingly."
"I'm happy to take on both tasks Alpha. I would ask that you
limit the size of my group a bit so I can serve you best in this office
though."
"I'm sure we can work that out Mike. Tommy is a Delta,
with responsibility for security personnel and their families, Frederick is
Delta over magic users and their families, and Edward is willing to step up and
try to fulfill the role. He currently has no vampires in his group so you can
start connecting him with some locally. For now, give him 100 plus their
families and we'll see how he does."
"I'll make that happen Alpha. Anything else?"
"Yes, I'm having Billy organize a meeting with all
Alphas currently under me. I want to discuss pack policies and get their input.
I'm thinking we do this Friday afternoon because most
of them are already planning on being here for the funeral. George will spend
this afternoon with you and I need the two of you to be able to answer any
question I have relating to how traditional packs handled issues."
George spoke up "After Greg told me what he wanted, I called my assistant. He'll be standing in my library all afternoon, ready to scan
and email us anything from any book I have. Reinhardt, Sam, and Hasim also have
large libraries so I can contact them if we need."
"Thank you Prince George. I'll spend the next few
hours prioritizing a list of issues."
"That will be helpful, and unless you want me calling you Mr. Barnes all day,
please call me George. If you call Greg by his name when you're
working, please do the same with me."
Mike laughed "I appreciate that George, I'm Mike." Then he turned and picked up the envelopes he had set aside "These are something I don't think you're aware of Greg, so I'll explain, unless George wants to?"
George smiled and said "I'll take this Mike." Then he turned
to me "Do you have a lot of time? Or do you want the short version?"
I sent a message through the bond, asking Scott and Bea to host the New York
group at the school while I was busy here. "I'll take the medium version
George. I'm tired of being blindsided by things I
should have known."
"Fair enough. Vampires were involved in the formation of the Government, and we
still have many working at all levels. When a President is sworn in, he is
briefed on our existence, and is simply told that it is a secret he will keep
to his grave. That said, we've quietly had the laws
written around us, and in those envelopes are one example of that. I can see
that one is from the IRS, one from the Social Security Administration, and one
from the State of Pennsylvania, Department of Revenue. I'm
assuming they are a refund of all the quarterly Federal taxes and Social
Security, along with a percentage of state taxes, of all vampires who live in
your territories."
"As you solidify your pack in other areas, you can expect similar checks from
other States. Vampires don't pay Social Security or
Federal income taxes, as we don't use most of the services these taxes pay for.
As Alpha, you will be filing a form with the State and the IRS, and paying a
percentage to pay your pack's fair share of National Defense, State Police,
roads, and other things we do use, but we don't file
for Social Security when we get old, we don't use public schools, we don't get
grants for college, etc. These things are set up in the system, and vampires in
the appropriate parts of the involved Governments handle the accounting, hidden
from human eyes."
I was shocked and confused "So you're telling me our businesses are tax
exempt?"
"No, this is just personal taxes. Our businesses are treated the same as any
other in the system, but there's a code your
accountant will put on all forms that allows you a large percentage for pack
use. The system is also set up so that a vampire will use the same Social
Security number forever, so it helps when you change identity."
I turned to Mike "So those are checks? And they're
intended to be used for pack welfare? Things like the school, the street vamps,
and other social issues?"
"Correct Greg. The IRS check is a refund of this most recent quarter, in the
amount of $15m. The accounting forms with it show that they only gave you the
Pittsburgh pack, so we'll need to find where the other
pack's funds have gone and get the forms filed so it all comes here."
I turned to Billy "I guess that solves the issue of forcing vampires to join if
they're using our school. Are vampires in general aware of this George?"
"No. They simply file their taxes every year like humans and the system treats
them the same. Your accountant works with the IRS and pays the IRS those
refunds, minus some adjustments."
"Will we get the money for the entire pack? Or will Serving Alpha's get the funds for their packs?"
"That's something you'll need to discuss with your Serving
Alpha's Greg. I've always had all funds sent to me and
distributed them accordingly. Those in California will expect it to continue,
unless you make a change."
"What other issues should I address with them George? I really don't know where to start. I think it's
best not to `rock the boat' as they say, but without knowing their
expectations, what do I do?"
"Mike and I will go through all of this with you tomorrow. I don't want you to
be dwelling on these things, but we need to decide how you want to handle
change of command issues, rogue Alphas, and illegal Alphas." I must have looked
confused because George explained "Change of command needs to be spelled out so
the pack knows what to expect if one of your Alphas dies. Does the Beta take
over, do you appoint someone, or do you wait for fate to phase someone? If an
Alpha under you starts to do his own things, going rogue, you need to have a
plan in mind on how to handle it. It will happen, and how you handle it will
set the tone for all other Alphas. I think you've already set a policy on
illegals, seeing how you handled Sam, Marcus, and the ones from New York."
"I didn't set a policy George. I simply looked at their
intentions, how they treated their packs, and then I did what I thought was
right."
"That's making policy Greg. When you did the same
thing twice, in similar situations, you made a policy. In the future, your pack
will expect you to handle things the same way. Where you prepared to kill these
Alpha from New York if they were simply power hungry
jerks?"
I didn't have to think for a second "If they took power for their own gain, and
hurt those I was responsible for, yes George, I would have killed them. What's
that say about me?"
Marcus interrupted "It says you're an Alpha that I'll
serve and defend until my dying day Sire. It says you love your pack, like you
should. And you don't have to remind me that I was
included in that group that you would have killed. I knew I could be facing
death when I came here."
"Well, I can't kill you now Marcus, my son needs his father-in-law alive and well!" I said, trying to lighten up the mood.
Everyone laughed, then George said "Let's go have lunch and you can test the waters with the New York Alphas. I'm guessing they're not aware of the tax money, so throw that out there, see how they react. And, if it makes you feel any better, you haven't made any mistakes yet. None that count at least. This thing with the Deltas, and your not knowing about all your pack, are easy to forgive. When things mattered, you've always done the right thing. Your pack sees that, and they love you for it."
We stood up and Josh was checking his text messages, then said "Todd wants us to stop by his office for a minute before lunch."
We all rode the elevator up one floor and headed to Todd's
corner office. He was on the phone, but waved us in. When he hung up he stood "Good morning Alpha, Prince Hampton, Josh, Billy
and Marcus. Alpha, I'm assuming that I can discuss
pack business in front of all of these gentlemen?"
"You can Todd, and thank you for asking. This is pack, not business, right?"
"Yes Sir. You told me to look into boarding schools and I think I've found the perfect thing. There are two schools, roughly
5 miles apart, in Lakeville, CT. It's not quite New
Haven, like Morgan had said, but between the two, they own a thousand acres,
and they're set up for 500 students each. All the buildings and facilities are
in place, and well kept. Recent events have both of them in financial troubles
and I think they'd be open to offers."
"Ok, you have my attention, go on." I said.
"Well, to make them work we'd need to either convince all the human students to go elsewhere or wait until they all graduate, then close the schools and reorganize. If you don't want to deal with that, there are a couple parcels of land in the same general area. We could buy one or two, and build our own places. New builds will cost more, but will be faster."
Billy interrupted "Todd, Morgan didn't say the boarding
school was in New Haven. He said Matt and Liza would run it, and then asked
where New Haven and Bangor are. We should talk to him, but I don't
think we need to focus on CT for this. Land would be much cheaper elsewhere,
and more private."
"Billy's right. If those schools you found currently have students, I don't want the hassle of closing them. Too many humans will
be asking what happened. See if you can find 800 to 1000 acres in this area and
have Johnny work up some rough sketches. Don't buy
anything until we ask Morgan what he saw though. I don't want to mess with his
visions."
Todd smiled "I already have the answer, Greg. There's 1900 acres in Windber that has a 25 acre lake. It's mostly wooded, and is listed at $11.5m. There's a 4 bedroom house there now, and several places we could build a campus."
"Buy it." I said. "If we don't make it a school, I'm sure we can do something with
it. Start working on zoning and such. Call Mike and get him involved."
George said "Greg, let me make a call. For things like this, we can find our
people in the State Government and they'll get all the
zoning and approvals done quickly and quietly. After this is done, Todd and
Mike will have their info for future use."
"Thanks George, please make your call. Todd, let's
get..." I heard Leonard and Johnny coming so I stopped and turned to Billy "I'm
guessing you have Mike on his way too?"
Billy laughed "Yup. Should we move to a conference room?"
I shook my head, laughing "Yeah, the one with the lunch set up. For once, I'll
discuss business during a meal." As I stood up and headed towards the large
conference room where we were going to meet the New York Alphas for lunch.
Andrew had set up a buffet through the caterer who did our wedding, so after
greeting everyone, we all grabbed a plate and sat to eat.
I had just sat down when Morgan walked in. "Papa texted me
that I should come up?"
I again laughed at Billy's abilities, then asked Morgan about the schools he
had seen. He explained that Billy had understood things correctly, and the
boarding school was not in New Haven. He said it was in the woods and we could
drive to it from our house in less than two hours, so the land in Windber
sounded like it fit. I asked him for more details about this school, and he
told me enough that I had it pictured in my mind. He went on to warn me that my
trip to Bangor wasn't going to be enjoyable, but he
knew I would do the right thing. Scott, Bea, and Billy looked at me with
concern when they heard this, but Morgan said he couldn't
tell us anything more or it would mess things up. When he left us I looked around the table and spoke.
"I usually avoid business during meals, but if you'll
forgive me, I'd like to make an exception.
Leonard and Johnny, I've asked Todd to purchase
some land and I want the two of you to build a school. I want a boarding school
that can house and educate 1000 pups. I want it open by July of next year, and
you need to plan on expanding it to handle 2000 within
the next 3 years. Spend what you need, but I want it to reflect my home, with
nothing modern or commercial looking. I have faith in you all."
"Alphas, I'm having this discussion with you as a test
run for a meeting with all Serving Alphas in this pack. I want to discuss some
pack policy and get your feedback. Things are somewhat fluid for now, as I've not had time to consider all the issues involved, but
since we're talking about schools, let's address that first. I'd
like to hear what you think of what we have here, and how we can do something
similar in New York. One thing I'll address before we
go into this is the financial side of things. I've
just been made aware of funding we receive from the Federal and State
Governments, and our pups' education is my first priority. There will be no
issue funding whatever we decide to do, within reason, so think big. Now, enjoy
the meal, and let's brainstorm."
The next hour was filled with praises for Dr Phillips and the school he had established for the pups of Pittsburgh. All the Alphas were anxious to setup similar schools in their areas. The consensus was that we should setup many smaller schools rather than a few large ones. Smaller schools allowed the students individual attention, and everyone was anxious to avoid large gatherings that might draw unwanted human attention. Theo, Rodney, and Nikki all liked the idea of calling them `employee daycare centers'. Marcus went as far as suggesting we set up hundreds of single classes of 20-30 pups with a teacher in dozens of locations to further reduce the attention. With the ability to teleconference and study online, all the pups would have access to classes taught at any location. Dr Phillips told us that he could work with any of the options we were suggesting, but he stressed the importance of grouping the pups by age, and in groups large enough that they learned the social skills they would need later in life.
By the time the meal was finished, we had a long list of
ideas, and had dismissed another list that was just as long. None of the ideas
were bad, but some of them were either impractical, or created as many problems
as they solved. I ended the discussion when I said "We've made progress, and
there will be a pack school system that comes from this, but I won't finalize
anything until I get input from all the Alphas. I hope to do that on Friday. In
case any of you had hoped to go home before Sunday, we are having my father's
funeral on Saturday, and I'm having a meeting on
Friday afternoon with all Serving Alphas expected to attend both. Adjust your
plans accordingly. I appreciate your time this afternoon, but I have to leave
for the rest of the day. My home is open to you and your pups. Scott and Bea,
and the entire pack will be around to host you. Enjoy Pittsburgh, see the
sights, and I'll see you when I return."
With that, Josh, Billy, Marcus and I stood and headed to the GLS. Tommy was
waiting, and 30 minutes later we were in the air, headed to Bangor, Maine. All
of us wondering what we would find that Morgan had called `not enjoyable'.
