Chapter: 3 Boys ages 3 to 15, to be nude at all times!


If the behavior of Sarah Rogers and Beth Powell during
the three day hiatus before the second concert in
Edwardsville was unacceptable to their respective
parents, the situation was little different for Jane
Cooper in the tour bus with her son Ricky in Carroll.
Despite her warnings Ricky had snuck out to be with
his fans in Carroll. He felt a huge rush of adrenalin
every time his fans flocked around him. He liked the
attention, he drank up the fame, it was addictive!
Added to this act of rebellion Ricky now refused to do
any domestic chores on the tour bus without Jane
having to harp and harp. He didn't pick up any of his
dirty clothes which were discarded around his bunk. He
didn't offer to help wash the dishes. He just
disappeared back to his bunk to play video games or
snuck outside if they were stopped.

The concert in Carroll had gone to schedule and Ricky
had given his usual energetic performance. The tour
buses were now parked a quarter of a mile outside the
Benjamin county line, waiting the two and a half hours
till midnight fell and Ricky could enter the county
and use up his third exemption from nudity validation.

The wait was not popular. Not with the tour crew who
wanted to get to the hotel and bed down properly in
comfort unlike the cramped conditions on the second
tour bus and the accompanying stage equipment vans and
not with Ricky who likewise wanted the comfort of the
hotel bed.

This had resulted in another argument between mother
and son. Ricky insisting that if he went straight to
his room no one would be any the wiser and in the
morning he could validate his pink tag as if they had
arrived only that day.

When Jane Cooper refused to break the law Ricky
responded, `I'm a grown up teenager now, I think I am
capable of making my own decision about this, you just
like to control everything, but it's me who everyone
comes to see, not you, so I should make the decisions
not you!"

"Ricky Cooper, that was totally inappropriate and
uncalled for, please apologize at once" his mother
commanded, shocked that Ricky's disrespectful attitude
had sunk to a level lower than she could ever recall.

"Sorry, Mom," he said, sarcastically smirking at his
mother.

"I'm going to the washroom," he announced, abruptly
rising and leaving his mum still shocked and fuming."

`Right' thought Jane to herself. `If that's what he
wants we will drive into Edwardsville right now and if
he gets caught out, well then he can only blame
himself, I know he's tired after today's performance
but so are all of us, that does not condone such
attitude'.

By the time the tour party arrived at the Edwardsville
hotel it was a few minutes after 10pm. Ricky and Jane
had not spoken since the last run in and Ricky had
actually fallen asleep despite his protests that the
bunk in the tour bus was uncomfortable.

Even though it was late at night Jane Cooper was
surprised to see that there was a group of about ten
teenage girls waiting outside the hotel with Ricky
Cooper posters, flowers and tee shirts that they had
decorated themselves. Standing back behind them, Jane
noticed a small huddle of bemused adults who she took
to be their parents accompanied by two totally naked
boys who were obviously accompanying their parents
plus two equally amused police officers who had
stopped on their night patrol round to check out the
unusual small crowd and were talking with one of the
adult men in the crowd.

One of the boys who was tall and very skinny looked to
be about thirteen, had a very shrunken penis below his
lightly haired pubic area as he stood outside in the
cooler night air. Seeing this boy again made Jane
wonder what her son's genitals might look like? The
other boy was younger perhaps around eleven years old.
Of average height and with dark hair and brown eyes,
his private parts were still hairless with a small
uncircumcised penis which despite its miniscule
flaccid size still pretty much hid his tiny scrotum.

The excitement in the air as the teenage girls
assembled near the exit to the tour bus in the hope of
catching a glimpse or maybe even meeting their teenage
heart throb was infectious.

Jane went and aroused Ricky and taking his pink nudity
exemption tag from her hand bag placed it around his
neck. It was a still sleepy and grumpy teen pop star
that emerged from the tour bus with the protection of
his security guard Chuck to the screams of the small
assembly of girls. Ricky looked shocked and confused
by the unexpected attention. He was tired and just
wanted to get to bed. His usual adrenalin rush at
meeting his adoring fans had totally deserted him on
this occasion.

Ricky brushed past his fans not stopping or saying
anything and made straight for the foyer of the hotel
leaving his young fans with disappointed looks on
their faces. The parents looked annoyed that their
daughters had been so rudely treated as did the female
police officer who said a few words to the adult male
to whom they had been talking, then nudged her
companion in the side and beckoned him to follow her
after the young teen idol.

At the same time Jane noticed the fans reaction to her
sons snub and went over to the girls and calling their
parents over apologized for Ricky's behaviour
explaining that she had just woken him up. To make
amends she then told the parents to bring their
children to the stage door at the back of the theatre
an hour before the concert and she would arrange for
them to meet her son plus she would ensure they had
VIP seating near the front of the concert.

The looks on the faces of most of the young girls
instantly changed to expressions of great joy and
excitement. This was way better than a brief meeting
outside the hotel they had hoped for and almost
instantly their disappointment and resentment was
forgotten.

In the foyer of the hotel as Jane spoke to the fans
and parents outside the two police officers approached
Ricky and Chuck as they waited for Jane to come
inside. Running her eyes over Ricky checking out his
pink tag that hung around his neck the female officer
said, "Looks like we have a law breaker here."

"Yes it would seem so" the male officer replied taking
his clue for his law enforcement partner. He knew she
was deliberately making an issue of the non validation
of Ricky's pink tag because of his attitude to the
young fans camped outside.

"What did we do?" demanded Chuck.

"Oh you did nothing sir, it's the boy here that's
breaking the law, he's wearing clothes," replied the
male officer.

"See the signs over there, near the pink validating
machine?" asked the female officer pointing to a large
sign on the wall that read, "Child indecent inexposure
laws strictly enforced. Benjamin County Ordinance 17-
769, requires boys aged 3 to 15 to be nude at all
times. Little boys shouldn't be so modest."

"He's wearing an exemption tag" Chuck protested on
behalf of the sleepy Ricky who didn't seem very
concerned about the police or the consequences of the
Benjamin County ordinance.

`Aye that he is" said the female officer "but it is
not validated for today's date, the last validated
date is two days ago."

"You can either turn around and leave the county now,
as that's an option permitted out of county visitors,"
said the female officer, "or you can validate the tag
at the validation station over there in the lobby."

Chuck had not read up on the fine points of the
strange county ordinance that made all boys go naked
and not wishing to leave the hotel and a good nights
sleep he ushered Ricky over to the pink validating
machine and soon Ricky was legally validated and no
longer a law breaker.

The police now satisfied, said their good byes and
went on outside to hear Jane finish up with the
parents and fans. As they walked back outside the
female officer said to her male companion, "I wonder
what that upstart kids going to do tomorrow, there are
no more days left on his pink tag for this month?"

The male officer just laughed and said "Well I'm
guessing there might be a very different show on
tomorrow than young Ricky Cooper is expecting to
perform. As Sergeant Maddox said to you before, he's
on duty at the concert tomorrow and he will be sure to
check him out!"

"I almost wish I was on duty there too" responded the
female officer.

When Jane came in shortly afterwards to sign up for
their rooms at reception she didn't even notice that
her sons pink exemption tag had been validated and as
soon as formalities were completed she quickly led the
very tired Ricky to his room where he refused to
undress instead falling almost instantly asleep still
dressed in his clothes.

The second concert in Edwardsville was scheduled to
start at 11am and like last time breakfast was served
in the room and after showering and dressing Ricky
accompanied his mum down to the foyer and while she
finalized accounts he knowing exactly what do from
last time went to the validation machine and inserted
his tag. He had no recollection of Chuck validating
his tag last night and didn't even look at it as he
inserted the pink tag in the slot to be validated. The
machine flashed a digital warning on its screen that
there were no more validations available on that tag,
but Ricky was paying little attention and just
withdrew the tag and when he saw the third row of
validations he hung it around his neck without looking
at the validation details and rejoined his mum at the
reception desk.

Jane having noticed her son at the validation machine
likewise glanced at the tag around her son's neck and
noticed the third set of validations. Neither she nor
Ricky noticed that the date was yesterdays. They
quickly made their way the short distance up the
street to the theatre where Ricky went to get changed
with about an hour and twenty minutes left before his
performance. His stage clothes to start the show
consisted of white joggers, white pants that billowed
a bit like a pantaloon leaving six inches of his lower
leg exposed, white tee shirt covered by a v neck white
short sleeve sweat shirt and gold vest and gold chain
as well as his pink exemption validation around his
neck.

Ricky emerged from his dressing room with an hour to
go and met his mum and Chuck who escorted him into the
same room he had done his meet and greet in when in
Edwardsville three days earlier. Two naked boys
immediately took Ricky's eye as he entered and he made
a mental note to check them out when he got the
chance, most of the small group of girls present who
he did not recognize from the night before screamed
when he entered the room. Their parents and two
attractive looking naked boys along with a lone
policeman on duty stood to the side of the room
smiling.

The girls ranged from ten to fifteen years of age and
for most of them, any ill thoughts they may have
harbored about Ricky's snub of them last night were
totally forgotten as Ricky chatted personally with
each girl, posed for photos and signed autographs.

It was part way through the proceedings when Ricky
moved to get closer to the naked boys on the other
side of the room by going over towards the lone
policeman in the room and stopping to talk to a cute
looking girl standing next to him who looked to be
about eleven or twelve years of age from the
appearance of her very small or non even existent
breasts and a slim body that was yet to develop it's
feminine curves. She introduced herself as Mandy
Maddox, an 8th grader, which meant she must be at
least 13 years old, a fact that surprised Ricky as she
looked much younger. Another girl who looked far older
moved over to stand with Mandy and was introduced by
Mandy as her fellow 8th grade school friend Nikki
Prescott.

Unlike most of the girls in the room Nikki didn't seem
too impressed by being in the close presence of the
teen heart throb.

Mandy then introduced her dad, Sergeant Maddox who was
the policeman standing next to them.

Ricky offered his hand to shake the policeman's,
wanting to get on with the pleasantries and move over
to the naked boys when something stopped Sergeant
Maddox in his tracks as he was about to shake Ricky's
hand in response.

"Son your pink exemption slip is dated yesterday" he
said.

Ricky looked down at his slip and read the validation
date. Taking a few moments to check dates in his head
he felt a twinge of panic descend upon him as he
realized the date on the validation was yesterday.

"But I validated it this morning in the foyer of the
hotel officer"

Mandy and Nikki were suddenly totally engrossed
wondering where this conversation was heading, but for
different reasons. In Mandy's case a slight sexual
thrill was running through her body as the faint
possibility that Ricky Cooper might be made to conform
to the Benjamin County ordinance that required all
boys ages 3 to 15, to be nude at all times entered her
thoughts. Nikki on the other hand wanted to see this
upshot boy humiliated. All boys needed to be
humiliated as far as she was concerned.

"He sure did' Chuck added, "I saw him do it this
morning just like I did it for him last night.

"You did what last night!" Ricky screamed bringing the
room to silence and all eyes fixed onto him.

"I validated your tag for you last night when the
police officers in the hotel foyer noticed that you
didn't have a validated tag" Chuck explained.

"You fool Chuck, my tag only has three days usage per
month and you wasted the last day last night" Ricky
vehemently asserted.

Jane Cooper had now come over to find out what all the
fuss was about and her face looked more and more
concerned as Sergeant Maddox explained the problem.

"We'll just leave and go on to the next concert venue,
won't we, mom?" Ricky asked anxiously

"That's an option permitted out of county visitors,"
said Sergeant Maddox.

"I can write your boy a warnings not to break our law
again and then escort you all back to the county
line."

"That's not really an option Sergeant, we have a
concert scheduled, and the show must go on. There's
too much at stake financially. The theatre would still
went payment of its rental fee despite the cancelled
show and the additional expense they incurred to
refund tickets; theatre staff would all still want
payment for their time as they did all show up ready
to work as scheduled. Besides Ricky's fans would also
be very disappointed if he cancelled.

Mrs Cooper having declined the offer to leave Benjamin
County, Sergeant Maddox informed Jane, "The only other
alternative is for Ricky to voluntarily comply with
the requirements of Benjamin County ordinance 17- 769,
which required boys aged 3 to 15 to be nude at all
times."

Jane Cooper still found this a hard option to accept
but out of the corner of her eye she spied the two
naked boys who like everyone else in the room were
taking a keen interest in the proceedings. Why should
her son be treated any differently to the other male
juveniles of this county she decided besides she
thought, Ricky's fame is giving him a big head and
affecting his behaviour, so a dose of embarrassment
and humiliation should bring him back down to earth.

"You know Sergeant," answered Jane Cooper. "I don't
see any reason for my son to be treated any
differently than other boys in this county. After all,
when in Rome, do as the Romans do. By all means
request him to remove his clothing."

There was an audible gasp from Ricky and giggles from
the female fans.

"Mom, you can't be serious," pleaded the now frantic
Ricky. "I don't want to be naked.

Before Mrs. Cooper could respond Sergeant Maddox
interrupted saying, "Okay, Ricky, you are violating
county law by not being nude. Please start undressing
immediately and if you are not completely naked within
ninety seconds I will have to handcuff you and cut
your clothes off and if I have to do that because you
did not comply voluntarily you're going to be facing
our juvenile court for breaking the law."

"Mom, don't let them," pleaded the even more frantic
Ricky making no move to undress. "I don't want to be
naked; I don't want to go to court!"

Jane Cooper realized at that moment just how dependant
her son still was upon her. He acted as if he was all
grown up and didn't need to be mothered, but as soon
as adversity hit he was there pleading for her help.

The young fans and the adults in the room held their
breaths waiting to see what would happen and wondering
what Ricky would reveal, because one thing was now
certain even though he was still resisting the fact.
Ricky Cooper was very soon going to be standing naked
in front of them!

"You better get a move along Ricky", Jane informed her
son, "Or you'll earn yourself more than just
embarrassment and humiliation, your delay will only
make it worst."

Despite his shame and fear, Ricky reluctantly began
undressing, removing his exemption tag and gold chain
followed by his vest, sweat shirt and then as he
lifted his tight fitting tee shirt over his head he
highlighted for the first time in public his arm pits
which were hairless except for a faint trace of peach
fuzz.

Ricky was sure he heard Nikki Prescott whisper, "Gosh
he's still hairless under his arm, I thought ..." but
when he glanced around she stopped whispering and all
he saw was Mandy and Nikki along with all the other
girls staring at him with an intense gleam of
anticipation in their eyes.

Along with all the others Jane Cooper stood transfixed
and watched her son undress in front of her for the
first time in many years, taking it all in. The sexual
tension of her son's situation had caused Ricky to
perspire slightly and now exposed, his bare chest and
abdomen glistened and tiny droplets of moisture
trickled down his ribcage and crept toward his bare
navel. She admired her son's skin which was very
smooth and hairless but only moderately tanned due to
his modesty. The well developed pectoral muscles, as
well as the tight washboard stomach of his adolescent
physique and his dark brown nipples and dimpled navel
highlighted the teenager's bare chest which tapered
sensuously to a slim narrow waist. The entire area she
observed to herself was absolutely flawless

With the seconds running down Ricky then proceeded to
remove his pants revealing his tightie whities. The
thought of regret that he wasn't wearing boxers to
impress his fans flashed through his consciousness
before the more embarrassing thought that soon he
would be completely naked before everyone pushed his
first thought quickly out of the way.

The hearts and heads of most of the assembled girls
raced and swooned as they took in the sight of Ricky's
hairless, smooth bare legs and the inviting package
barely covered by his tight fitting underpants. Like
his chest, Ricky's abdominal muscles were tight and
well-defined with just the beginnings of a "six-pack"
showing just above the elastic waistband of his white
underwear. Ricky's belly was like his chest smooth,
totally hairless and flawless, there was not even the
first hint of a downy peach fuzz happy trail starting
to develop,

Jane couldn't help but notice that her son had only
the barest of a bulge protruding from the front of his
briefs which made her think for the first time that
perhaps inside his white briefs there was not yet much
there to see. She had no experience with the
developmental growth of young boys instead using her
husband Bob's sizable bulge which she saw often as her
comparison.

Ricky knew his time was running out and what he had to
do, but still he hesitated. Fear gripped him and for
what seemed an eternity he stood still and stiff, a
frozen form, unable to move or comply.

The clock was ticking but the stricken youngster was
unable to move until he saw the Sergeant look at his
watch and smile.

"I--I--I'm doing it" the highly embarrassed Ricky
managed to blurt out.

"Well, hurry up, you have ten seconds left" the
Sergeant replied tersely

Without further delay he reached inside the waste band
of his tightie-whities and began to pull them down,
placing his left hand over his groin to hide his
`privates' from prying eyes whilst he continued to
lower his undies with his right hand till he was able
to kick them off, then he stood there with both his
hands cupped in front of his fear shrunken genitals in
a feeble attempt to protect his modesty.

The hushed audience held their breath as they soaked
up the unveiling of the boy who all the girls present,
and perhaps the boys too judging by their aroused
state, thought was the sexiest, cutest and hottest
teen idol ever to grace the cover of a teen magazine.
Ricky's faint tan-line was visible around his thighs
which erotically showed off the subtle contrast
between his slightly tanned abdominal muscles and the
pale white skin of his extreme lower belly.

"Hands away from your genitals Ricky, and don't even
think about covering up again whilst your in this
county, it's against the county ordinance" Sergeant
Maddox intoned with an authoritarian voice.

Ricky continued to cover his groin with his hands,
unable to bring himself to dropping them to his sides.

`Son if you don't do it immediately I will be forced
to arrest you for breaking the law" the Sergeant
warned.

Not wishing to be arrested and made a Nudie Juvie,
Ricky ever so slowly removed first his left hand and
then his right hand revealing everything.

There were gasps and giggles from the assembled girls.
Jane Cooper just stood staring for a very long time at
her son, taking in every detail of what had been
hidden from her for so long.

The utterly humiliated and embarrassed Ricky just
stood there before the assembled crowd unable to look
anyone in the eye and waited for what seemed an
eternity for someone to react or say something. He
knew that everyone including his mother were staring
at his naked body and had quickly discovered for
themselves just how undeveloped Ricky really was. He
was so embarrassed. No one ever saw him naked, it had
even been several years since his mother had seen him
naked and since that time there really hadn't been
much change! Now she along with everyone else in the
room despite his attempts to act mature and rule the
roost knew that he was really still a little boy!

Jane was not the only one present who was shocked upon
seeing Ricky's youthful and hairless body with his
still small and somewhat under-developed penis
compared to most of the fourteen year old boys in
Benjamin County. Though he was a bit short in height
for his age, most of the girls had noticed that his
voice had already become much deeper than it used to
be only a few months ago and had considered that Ricky
would be more mature looking than he now revealed that
he was. Pubic hair, that all important outward sign of
becoming a man, was yet to make a visible appearance
on Ricky's body, this was something that had privately
worried Ricky for the last year as he knew from his
school before he left on the tour that many of his
classmates already had growths above their privates.
Now everyone would know the shame he had kept hidden.

On a genital scale of 1-10 Ricky was at best a 3 and
appeared at first glance to be totally bald between
his legs where it really mattered. His testicles
however were not little boy size anymore having taken
on a more plump appearance a couple of months back
around the same time his voice began to deepen.
Ricky's penis was more than flaccid with the shame of
his exposure and though it usually hung limp at around
one and a half to two inches, at that moment it had
shrunk from its normal unimpressive flaccid size to
the totally humiliating state of being barely even
visible appearing as nothing more than a small
shrivelled knob.

Ricky had been brought up to be modest and despite his
stage success in reality he was still kind of shy,
though growing out of it. He hadn't dated much, well,
not at all really, because he was afraid of where a
serious date might lead and the consequences if his
shameful secret was revealed to his reputation as a
teen heart throb.

Like Ricky, Jane Cooper could not believe the sight
before her eyes. She hadn't seen Ricky naked in years
and now he was being made to stand naked in front of
not just her but everyone in the room and soon
everyone one at his concert, just like all the other
little boys of Benjamin County were made to do. She
knew that once he stepped onto the stage pictures of
his near perfect youthful, hairless body with his
still small and somewhat under-developed genitals
would spread quickly across the internet and possibly
be picked up by the press as well. She wondered if
this would be a good marketing move or a very bad one.

Jane again looked across at her flushed and nervous
looking son who standing there totally naked, looking
so much younger and immature than he had only minutes
earlier. As she studies his youthful body it hit her,
despite his pretence otherwise, Ricky was really still
a little boy and that after this episode his life and
relationship with her would be changed in a major way.
